Well its not new. Cheating happens there and at many places and i have myself seen this kind of cheating.

If they don't cheat, they won't be able to study further and will leave more miserable life. It applies for gals.

for men, if they don't cheat, they remian illiterate and lives a miserable life. If they cheat and pass, they can atleast try for job in Bihar Police.

It happens in rural and interior areas bro. Media always get Masala in the name of Bihar. Hence they are highlighting this one than from any other state.
