well i think it is not going to be happened and i think it is just a rumour and nothing else.
because of the two reasons :
1) y this is not coming on any news channel. i heard the RIL AGM outcome but Mukesh sir never mentioned about it.
2) all the msos have already tied up. so how they can start their mso and run it effectively.
imo it is next to impossible. yesterday only i read about hinduja ji's nxt digital n even they have been facing problems. then how ril will overcome from that ?
