I don't think Govt. can't afford 15,000 CCTV since all 15,000 will not capture HD footage. More then 50% CCTV will capture only Black or White

No FBI, No CBI gonna check the footage of all 15,000 CCTV, a bit corruption is definitely involved in the purchase too
