HELP Is a 'Base Package' Mandatory?

I remember listening to news few years ago TRAI / Appropriate regulatory body asking all the DTH providers to un-bundle the channels so that consumers and choose the channels they really want. Am I right? I am asking this because, I am SunDirect and I don't see any option to buy channels a-la-crate. It requires to choose a "Base Package" and after that I can add additional channels a-la-crate. I am planning to write to ombudsman. But before that I want to confirm if my understanding is correct.

1. isn't it mandatory as per the regulatory body for DTH operators to have a full a-la-crate?
2. Who are those DTH operators who provide full choice? I would appreciate help on this.

^^ All major DTH provides it so automatically that law is fulfilling since Sun and Reliance not having enough channels also packaging wise they're not sound.

why don't you enquire with SD CC regarding pure ala carte? All the DTHs should give pure ala carte option too.

^^ It won't give the full entertainment but whosever wants few no. of channels can bought it.
