Tata sky's trick work out, they put isro's enabliti in public domain to put pressure on isro. And now isro gives reason behind delay of tp. Less capicity, more demand and pressure from politics

means any forgin satellite operator can move or launch its satellite on Indian orbits like 83e,93.5,75e as per the requirements?

no, because orbit locations are exclusive for specific operator. But current policy of indian govt. About satellite communitin is very lengthy, no any company can hire foreign sat, only they can demand to isro and then isro will arrange requested capicity [it may from their own insat or ] isro will decide to choose foreign sat. Now if new policy work out then any company can contract with foreign sat operator without permission of isro but still its not approve, hope it will be soon in
