Try to use a phone with 2 or 3CA and you will see the difference immediately.Everyone has received it. Me too.
But what's the use if u r getting a worst than 2g speed? I'm.indeed fed up with Jio services and that too with the tower just around 50 metres from home!

Problem is since 4G became a thing, people wanted to ride the 4G wave and bought cheap 4G phones (including myself). Even though most of the chipset supports CA but most of the manufacturers to cut the cost won't subscribe to the feature by paying loyalty. Most of the samsung phones do support CA actually
Unfortunately, JioFi Do not have any kind of Carrier Aggregation.
