reducing two years, isnt much of a thing and also new labour states that children under 14 can work in family run business subjected not to harsh work conditions.
Because juveniles commiting heinous crimes are rare.Generally they are deprived of their family ,education and all the basic needs. So they get in touch with criminals for their shelter ,food.Even most of them influened by their boss and commit crime.As they are immature they don't know its future course of action.So we should give them a chance.Repeating offenders must be treated as adults.

Juvenile Justice (Care and Protection of Children) Bill 2014, which will replace the existing Juvenile Justice Act 2000, will ensure the child's right is secured. After the amendment is implemented, the Act will differentiate between and study all (petty, serious and heinous) crimes in detail before coming to a conclusion.
Bro,Human rights is only for people like salman,lalu etc. not for ordinary people.
