But other than dish tv all other dth have changed their channel to movies now + so why can't the broadcaster tell them to do so or other dth have done that by themselves

Who told you that DTH change channels on their own ?

Their is a rule of Uplink and Downlink of a channel on their satellite. dishtv is negotiating with Times Television hence delay happening. Until and unless new contract won't sign these changes will not implement.
