Yes. That you can say. Hotel owners usually don't give rooms to unmarried couples but there is no such rule and police can't fine or arrest someone if they are in the hotel room, if they are not doing any illegal activity like drinking alcohol, disrupting others peace.

Attacked for Targeting Couples in Hotel Raids, Mumbai Police Chief Pulls Up Officers

Mumbai Police Commissioner Rakesh Maria has reprimanded two police officers for last week's raids on hotels, when cops pulled out couples from rooms that they had checked into and allegedly harassed and humiliated them, according to sources.

Mr Maria has already ordered an inquiry into the raids and the heavy-handed action against the couples, widely criticised as an absurd case of "moral policing." The police chief this morning pulled up a Deputy Police Commissioner and an Inspector, sources said.

Both hotel staff and several people who were subjected to the heavy-handed police action have alleged that the cops involved in the raids repeatedly said they were following orders from their seniors.

A preliminary report on the incident did not have details about the raids and, sources said, Mr Maria has asked for a fresh report on whether the police followed standard operating procedure for raids

Actually Police was not wrong here completely bro. These areas are infamous for prostitution rackets.

and most of the hookers even do misbehaving with people living nearby.

Couples hire hotel rooms for a couple of hours to have private illicit things. So, because of that police raided but some couples who were genuine one too got pissed off.

But again either of them should be knowing about the history of Madh hotel and should have avoided. Although Police Commissioner is bashing his team but i am sure none of the couple caught would have said about this to their family.

If we think the other way, such raids lead to some fear among these perverts and they try not to make such an spot in the town.
