For DTH Jio have to. Make new Customers but with eMBMS they can Broadcast Channels on 4G Phones and there Jio Already had 100M Customers

So it's better to do with eMBMS rather using DTH.
Last Year Jio Broadcasted IPL with eMBMS

Note eMBMS don't cost Data..
