I realised something was wrong at my end with the phone. Maybe it was the ROM. I was on CM11 (4.4). Upgraded to stock ROM with 5.1 and bingo, it detects the Jio perfectly!
While both Speedtest and TRAI Speed apps show 30-40mbps download and 3-4mbps upload, its taking me ages to reinstall the apps from Play store. My 16mbps Airtel broadband could do so in mins. Nay.. Play store with Jio was slower than Voda or Aircel 3G too. Hopefully, its an isolated issue.

No we can't assume this because users are able to use jio sim with custom rom on RN3. What has happened most probably is either the rom he was using didn't had 4G fully supported or there was some issue with the baseband which phone manufacturer fixed with the update which he installed.
