But Google are busy to teach their so call Piracy scheme if they allow downloading it won't be for free for sure also it must be come with Terms and Conditions too.

I don't think Youtube doing business for charity they itself earning a lot with Ads on the videos.

earlier youtube had no ads but now the option to skip is enabled.

I think it will be like Google maps downloads (or offline saves). You can keep the video on device and we can see it in youtube even if network is not there.
