They are fed up of activating so many sims so doing that all by automatic

Activation is done using IVR only. But they were sending 2 sms informing tht form he been received and 2nd sms stating that number is ready for tele verification.

For the initial 2 numbers I got both sms. For 3rd number I got first sms and on this 4th number I didn't got any sms and when I tried tele verification directly it went through.
