UK-based Vodafone Group Plc said any merger would happen through issue of new shares in Idea to Vodafone India, but it added that the transaction is not yet certain.

India’s second-largest telecommunication services provider Vodafone has confirmed it is in talks for an all-share merger with the third-largest operator Idea Cellular, in the first consolidation move in the Indian telecom industry reeling under the pressure of intense competition from Reliance Jio’s free service offers.

1st all money invested in business 2nd it is still very tricky. The way idea is behaving it terms of stock, it's a very tricky situation and if the deal doesn't go thru then it will get bombed.

Yeah and after that the Idea price have already surged, we need to wait for it to go low then only it would be idle.
