Unified license means that you can provide any service 2g,3g or 4g on your spectrum. Moreover jio has paid the requisite fee for using the spectrum to provide voice calls too. We shouldn't forget when airtel sued jio and Govt for allowing jio to offer voice calls on its spectrum through prashant Bhushan. And the outcome of the case by supreme court was everything is alright and prashant is being unjustified and was rapped too for the PIL. We all know airtel and vodafone. They bought the call drop issue in Delhi and Mumbai because they didn't want to spend over 900Mhz spectrum and opted for 1800 Mhz spectrum. Switching to 1800 required almost 1.8 times the number of towers that were used for 900. But that never happened and hence we all face call drops and then they blame everyone except themselves.
