RTL sources acknowledged – in international media - the contribution of RBNL in understanding the Asian market. And they said that they would now be focusing on their Singapore-based partnership with CBS Studios International – RTL CBS Entertainment Network. The two got together in August 2013 to launch two thematic channels in English and local languages and distributed in up to 29 Asian markets including Hong Kong, Indonesia, Malaysia, the Philippines, Singapore, Taiwan, Thailand and Vietnam.

The first channel named RTL CBS Entertainment rolled out last year with general entertainment hits such as RTL Group’s The X Factor, America’s Got Talent and Celebrity Apprentice as well as CBS’s Elementary, Under the Dome, Late Show with David Lettermanand Entertainment Tonight.

The second branded RTL CBS Extreme launched in March 2014 with a menu consisting of action adventure, reality series and extreme sports. Programming included Fear Factor,Red Bull, NCIS: Los Angeles and Hawaii Five-0. The venture has access to first-run shows and library titles from RTL Group’s content arm, FremantleMedia, and from CBS, which owns America’s number one network, and a vast catalogue of more than 70,000 hours of programming.

BbC has a local office and it got license through the local office same as CNN which got license through tv18.
BBC entertainment couldn't sustain the more loss hence shut down and would might return later.
Bro. I think CNN INTL having their own license just like Al Jazeera, CCTV News, RT, DW, NHK, France 24 and BBC also owns their license, only CNN IBN is born after collaboration so license belongs to TV 18 for this channel.

Bro, all the channels you have mentioned are international channels and they only have permission of downlinking, not to uplink. CNN Inter has downlinking permission by Turner, France 24 and TV 5 Monde have downlinking permission by CATVision product Ltd, RT has downlinking permission by Lamhas Satellite Services Ltd, DW by Cabsat channels private ltd, NHK and KBS by Noida Software Technology, CCTV and Euro News has by Essel Shyam Communication,
Only BBC and Al Jazeera have their own rights to downlink. Else most of the international channels have downlink permissios by some local firms only.

I think no foreign channel have uplink permission. So they need to reply on some Indian partner for uplink.

So, unless govt make modification in norms, International channels won't make their independent presence.
