Local MLAs are mainly from regional parties only and not congress or bjp until local party is in alliance. Now in Pondicherry the bjp is not releasing funds inspire of being supported by local party.

How sure are you that BJP is not releasing funds to Pondy government?
Then where are funds going where the localities pay as sales tax and other state taxes.
Planning commission do release funds to every state government on yearly basis, no matter which ever government gets elected at centre, that's our democratic setup.
That's the main pulse of GST bill where all the taxes will be shared between the centre and state government. This will also avoid double taxation and the consumer get the goods at reduced prices as well.

The promised funds are not providing by bjp and it is in severe shortages as did by prev congress govt.
