I think no need of any permission for Modification.Any broadcaster will have strict guideline on content to launch a channel.if they got the permission on any language before they got the license,They can change their channel at any time.No need of further permissions.

& it was launched in 2011
Star may have renewed their license on 10 July 2012

MIB shows only license date not about renewal date.the channel launch date still showing means that is already done the renewal.
