In all probability, INC is forming the government. They have NCP with them and one more Independent (Rohan Khaunte) will side with them. Making it 19. They just need two more and either GF or independents will side with them.

BJP lost because of the arrogance and Ghamand of a few of it's sitting MLAs. Moreover, there was this over confidence that made them go alone in the polls.
Another reason could be people thought Parrikar showed them his back when in reality the mandate in the previous elections was FOR Parrikar rather than the BJP.
