One more thing which I noted was there was follow up's from PMO's office regarding Tata Sky's capacity allocation

October 2012 Prime Minister’s office conveyed DOS to fulfil its contractual obligations or
make it possible for Tata Sky to find alternatives.

January 2013 Prime Minister’s office directed DOS to send an updated status report on
allocation of DTH transponders to Tata Sky including the status of allocation
of GSAT 10 capacity.

I think we have some strong proof that ts decided to move in July 2013 but from last 2 yrs no news about same so may ts has some promise from ICC

May 2013 Tata Sky accepted the offer to swap the existing 12 transponders on INSAT-
4A with 12 transponders on GSAT 10.

July 2013 Tata Sky refused to accept the GSAT 10 capacity on swapping mode since it
would not provide additional capacity.

One thing is clear, Tata Sky will be moving to foreign satellite. Only question in everyone's mind is to which Satellite are they going to migrate and when?

Also another thing is why they are not completing MPEG4 Migration. They could have got lot of space if they did it in time. Mr. Nagpal gave a deadline of June-July 2014 for completion and still its not done. This is why i question the intent
