Yes you can change base packs through self care website. I have changed it couple of times in a week both upgrade and downgrade.

There is no lockin period for package & addons in tata sky like videocon d2h

didn't find any such setting.

in Sound setting i got one option to change audio to PCM from Dolby. Should i try that ?
