The group plans to bring these excluded units under various Tata entities. Tata Tele's enterprise business, which caters to small and medium segments, may be combined with the publicly-listed Tata Communications, which also has a similar play but caters to large corporates. The fixed line and broadband businesses could be brought under privately-held Tata Sky. These proposals will need the approval of the boards of Tata Communications and Tata Sky.

The Tata Group owns nearly 49% in Tata Communications, while the government holds 26% in the company. In Tata Sky, the group holds over 52%, while Rupert Murdoch's 21st Century Fox owns about 38% and Singapore's Temasek has 10%.
