As per TRAI guideline 1 HD = 2 SD channels. They must have figure out after taking MPEG 4 compression in consideration. With HEVC compression I don't think 1 4K channel will take 25 SD channels. Also surely contents too will not in p format like HD channels ;)

1 HD contain 3.5 or 4 SD Channels
1 4K contain 4 or 5 HD channel which means around 20 SD channels

With what we have discussed on this thread TRAI proposes to bring HD channels under price regulation; Sports HD channels capped at Rs 57 | Entertainment Forum India : DTH , Technology and Entertainment Forum which TRAI believes that 1 SD channels accommodate space 2 - 3 SD channels in worst scenarios. Since for 1 4K DTH companies are using HEVC Compression hence it will create more space to accommodate SD and HD channels.

With the thread TRAI also clarifies that a HD channel should price under Rs. 57 PM but what STAR SPORTS charging for their Select HD 1 and 2 is Rs. 85 individually PM which is a breach of TRAI order.
