Important Tatasky temporarily stopped the Exchange of MPEG2 Box ?

yes sir, you are right but it can be only process through local office so technician need to call local office then he confirm some id's like stb serial no from technician and then do it. Some time, local office guy not logged in so they take time to do this. Mine was restart in only 5 minute
I think it can be done by calling CC too . I saw this while Pairing in my new [Exchanged] RDTV STB few years ago . I am not able to remember how its done in my TS HD STB [Replaced] .

I also remember, when he replaced my STB from Mpeg2 to MPEG4, he did call the local office gave my old STB # and gave new #, the connection did not work for 5 mts, after 5 mts the connection restarted.

Thats a issue in MPEG4 Box and i think in its Software . some bugs in the SW . it has to be fixed . even there was issue in Samsung Boxes [as i remember] while SS2 Channel was 1st added in MPEG4.

Ok bro.. Issue may be in Technicolor STB or may be in all MPEG4 STBs or in SW of MPEG4 STB , Once [IF :(] i get another Brand [Thomson] then it will be clear .
chances are very less, as of now ts have only technicolor's stb.
