HD Access Fee is a mutual policy agreed by broadcasters and DTH operators and its away to let customers opt for the SD as well as HD version of their channels. This way broadcasters are earning for both the versions of their channels and DTH ops are able to keep prices of HD channels under check. If HD Access policy is removed then HD channel prices will zoom up. It all depends upon the TRAI case of pricing of HD channels, if its implemented then prices will come down and HD access policy may be scraped.
Well Honestly in Videocon d2h implementation of HD Access Fee hasn't made any major change, infact lower package people r getting more HD channels than they used to get before in HD packages but yes those who took lower package plus HD top up have suffered
