Now its highly confusing and really a concern why Ultra Packs are launched.

My view is mega HD packs will shutdown after some time and these ultra HD packs will continue because these Utra HD packs also available in semi annul and annual so no need to continue of Old packs but still TS is keep these packs for old customers and slowly they will remove them.

Ultra pack has disadvantage that it does not contain active services and if at all after some months they give that in ultra pack then there is no need for mega pack

Mega Packs have already been discontinued. It is only available for existing old users just like previously closed packs r available for those who continued using them.
Ultra Packs have been launched to accomodate more chs, actve services have been excluded to get a cushion for high content cost as they will add many chs. Had they not removed actve services then rise in prices would have been even more.
They have revamped the structure and pricing.
Now just relax and wait for more n more chs
