Yeah. They are applying new compression technology in audio and video which will create more space and hence make way for 4K services.

i am not 100% sure but the CAG's report may be right
d2h have bandwidth of 540mhz(10tps of 54mhz)
..540mhz which is equal to 15 TPs of 36 mhz (15*36mhz)..may be space is calculated on base of 1 tp of 36mhz
