Which one has the best in HD output? Dish TV or Tata Sky??

In dishtv, full on hd costs 200/- per month and gets 36 hd channels with this.. But i contacted a local retailer and he said in tata sky, you have to pay 125/- as access fee and will get 5 hd channels only Whats behind this??

The concept of HDA is HD channels would be available only if the SD version exists so the number of HD channels depends on the packages of what you choose.
