PPV started at 7 PM according to Standard Time of US, I don't know what was the exact time of San Francisco tat time.

In US they have 4 standard time EST CST MST and PST.....

Yeah event started from 7 PM tats a reason they said 7E / 4P. Means PPV started at 4 PM and Pre Show from 2 PM.
