The only difference is DTH has to rent out transponders, which they have to pay to ISRO and Govt.
While Digital cable doesn't need to rent out any bandwidth as they already have the analog frequency that is vacant.
But the issue is they don't want to utilize the bandwidth they have for whatever reasons they have or they are just too lazy to use all of them
