There are efforts to rescan and remastering everything for bluray, at least in post production. Black bar depends on the way it was shot..

I saw lots of 1960 movies I don't think those movies can be remastered in HD because Original movie are distributed because of those days tech.

Telecine is present bro..rescan the old original sources and transfer them to the storage materials.

Now technology is so improved even old back and white movies also coming with digital prints so resolution is not big matter now a days.

We can coloured black and white print but changing ratio is not so easy in that way old classic sports events would converted in HD by now.
