Unless you won't start anything you can't work on it this is the rule.

This is what happens where Universities exams got delays because of unfinished course and due to College Netagiri. Aren't you not encountered to the University of the delayed course ?

all the universities draft a layout on when to finish the course and the start of the exam, it is upto the colleges to finish the courses at the earliest

This not what happens in India out of 10 only 2 - 3 are in right track.

You will disagree because you studied in those 2 - 3 universities out of 10 which are in right track, go to North India or Central India where Universities ended their 3 years Course in 5 years.
