Assigning of LCN is purely DTH wish.Broadcaster nothing to do with it.Now all 13 channels added in test LCNs later they will add in LCNs accordingly.

Bro after the addition of STAR SPORTS 2, d2h sets the LCN of Sports channels and dishtv sell Special LCN likes 111, 222, 333, 444, 777, 888, If broadcaster want they will sell LCN 555, 666, 786 too, Its a business from dishtv

yeah , exactly . , now see the case of colors on dishtv , before it was on LCN 111 but due to Indiacast Issue , its not . because of not payment of spl LCN

I dont think so and I never heard this thing.

This is true. Dishtv is charging around 5-12 lakhs for the LCN's.
