It will soon recover. You should see their history and present. They have developed massively despite their large population. India has never developed and is not developing at such massive rate.

They developed because of encouragement on youth to start their own, here in India if Govt. reduces Corporate Tax to encourage Startups then people say that sellout Govt. because we learned from elders that do a good job after studying hard but didn't teach us that create a good number of jobs after studying hard.
Our economy and development will only be happen until and unless people don't stand on their feet you can't expect Govt. to do everything its up to people of India to do so.

Alstom said it has received letter of award for 3 billion euro contract from Indian Railways to supply 800 electric locomotives with a long-term associated maintenance. "Alstom has received a Letter of Award [1] from the Ministry of Railways to supply Indian Railways with 800 double section freight electric locomotives with associated long-term maintenance," the company said in a statement here. According to the statement, total contract is worth above 3 billion euro. This project includes the set-up of a plant at Madhepura (Bihar) and two maintenance depots at Saharanpur (Uttar Pradesh) and Nagpur (Maharashtra). It further said that the delivery of the locomotives will spread between 2018 and 2028.

Is it still lying?
Yes. It's still lying. No works have started till yet. Maybe FDI can help. It is proposed to be a diesel engine factory.

The land is still unused means, there are lot of hurdles to be crossed, is it farming or barren? the govt purchased the lands from the owners or were they willing and so on.
