^^ I don't think yearly basis because of Lalit Kumar Modi bid price are too high and Terms and Conditions are so stupid that only Board Members or their Favourite persons can make any kind of contract. Since Ambani involve with IPL he can blackmail on IPL deal.
Now BCCI having 2 option left either give IPL Mobile rights to STAR SPORTS and if Ambani left the ownership of Mumbai then BCCI can make Tendulkar a owner of Mumbai.
Or just give the rights to Ambani if he wants too. Times and Nimbus is already out.

Tournament basis is not at all beneficiary..
If Board signs a contract ex. of 1 billion per year for 5 years then they know atleast for 5 years they have assured the amount but Tournament basis will give no assurance. Ex. if PCB able to conduct Pakistan Vs. India in UAE we all know STAR SPORTS will bough the rights of ex. 2 billion then what next after that series ?? There is no assurity of the profit, it might double the figure or might not see the Broadcasting of the whole series means 0 money.
