So that means by end of December 2015, phase 3 will be over and by Jan 16 phase 4 starts ?

Yes by this year end Phase 3 all urban and semi urban areas will be digitized.

Phase 4 will be only rural areas that is villages. But I feel most of the areas of phase 4 will be done along with phase 3.

NEW DELHI: The Ministry of Information and Broadcasting has set up a toll-free helpline to address queries of stakeholders, including consumers, for seamless transition to digitisation in the cable sector, even as the deadline for the Phase III fast approaches.

To begin with the queries can be answered in eight Indian languages - Hindi, English, Bangla, Gujarati, Marathi, Telugu, Tamil and Kannada on the number (1-800-180-4343).
