Only closing the govt shops and production would be happening. Not entirely closed but this a gradual process.

If production is not stopped then it will be exported to someone else state and their citizen will suffer.

The no of shops are reduced and the working hours two shortened. Some labours, construction workers and manual scavengers feel that the change in opening hours would affect them as without consuming alcohol they cant do their jobs.
