Harm or not is a different issue.Here matter is whether these Pakistani channels has taken permission from MIB or not.If not simply illegal.But it is the matter with Zindagi.Zindagi is pure Indian channel taken permission by MIB.Thats it.Generally MIB thinks whether the content is objectionable or not but they wont think the content coming from which country in Permitted channel.
I think still MIB not thinking about License system just consider about Contents only. I don't know TV 5 Monde kinda channel allowed here or not but still was available in dishtv for lots of years.

Downlinking of channels in India without permission is illegal and in this case dish might argue that it is for other nations and satellite footprints cant be restricted unless different encryption is applied for both India and International services.
Zindagi has got permission from govt and it would have given a brief on its contents and also its own QC team might keep a close eye on the contents before airing it.

Yeah dishtv didn't added channels for Indian Viewers and also they can't stops the trick which they leaked or leaked from somewhere because Google allows everything to search.

The Delhi High Court Wednesday asked the Centre to respond to a petition that seeks adequate steps to stop the broadcast of banned Pakistani channels in India.

A division bench of Chief Justice G. Rohini and Justice R.S. Endlaw asked counsel of the information and broadcasting ministry and the Telecom Regulatory Authority of India(TRAI) to take instructions from the government on the issue by Jan 21.
