Might be some other channel got the license on that day and that channel converted in to Fox crime and now SMS HD.this is my guess only.not sure about that.Fox crime launched in 2012?

As per my view, Fox Crime was fresh channel
Not a converted channel
& it was launched in 2011
Star may have renewed their license on 10 July 2012
