may be discovery group forcing to d2h to add TLC HD and AP HD along with ID?

Could be but d2h can't . they don't have that much space. That's the reason they took so much time in adding PIX HD. Also no removals happening now a days. So, they will have to further apply compression to add another HD channel.

What does ISRO has to do about hiring new transponders?
It should be part of broadcasting ministry.
At least, one should be allowed to hire transponders anytime. Isn't this a usless policy ?

there are many factors which is not understandable for us, like security. The defense ministry has allocated ISRO as the official way to hire tps.

Yeah. It could only be for security reasons.
But the policy should be easy and less time consuming for companies who are already in business.
