Tamil Nadu govt let 30,000 cops sit idle while Chennai sank

Experts call it the single biggest blunder by the Tamil Nadu government which is battling the Chennai floods.

Much of the 1.15 lakh strong police force of Tamil Nadu remained largely idle during this past fortnight, as the government did not follow the standard operating procedure to mobilise the police for rescue and relief operations. While the 28,000-odd police personnel in Chennai were engaged in pretty regular law and order, crowd control and 'VIP duty', more than 65% of the state police force based in districts unaffected by rains was reduced to being mere spectators, a retired police officer who had handled such situations, told TOI .

"The state government failed to establish a single command structure and bring all agencies under its control. Just as the Centre falls back on its military during disasters, it is the standard procedure for state governments to call in its police force during calamities and divert them to take over civ il administration that ranges from rescue to even clearing areas of obstructions and garbage. Curiously , that did not happen this time," another officer told TOI, requesting anonymity . "When every VVIP visit witnesses such mobilization and single command is established as per Blue Book, why it was not done during the Chennai deluge is still a mystery," he said.

Police officers posted in districts, too, told TOI that had not received any order to move columns towards the deluge-hit capital. Confirming lack of coordination between police and other departments during the crisis, a senior officer said, "I hardly see senior police officers from the city at the rescue and flood relief centres."

India Inc is pitching in to help out with relief effort for Chennai's flood victims. Companies like TVS, Hyundai, SBIand others are getting directly involved in collecting and distributing relief material. Others are planning to contribute to the disaster relief fund. A large number of corporates are also helping out stranded employees by offering free transportation and flexi work schedules.

TVS was first to begin its relief operations more than three weeks ago. Srinivasan Services Trust, the CSR arm of both TVS Sundaram Clayton and TVS Motor Company, is driving this relief activity.

Already more than 1lakh food packets and 50 tonnes of food have been distributed. More than 100 employees of TVS have been responding to distress calls from company employees, their relatives and others stuck in marooned neighbourhoods. They have so far helped evacuate more than 500 people and the company's mini trucks and SUVs are being used to transport flood materials and rescue affected people. Boats are being used in coordination with police where ever it is necessary.

Chess Grandmaster Vishwanathan Anand has become the latest celebrity to help rain-battered Chennai get on its feet by opening the doors of his house for the flood-affected people from the slums near his house in RA Puram.

“Since it was difficult to leave Akhil (Anand’s son) and elderly father-in-law at home and venture out to offer relief and assistance, we chose to open our doors for the affected. Following the first floods, we had close to 20 people, including two pregnant women, from the neighbouring slums staying over at our place,” Aruna, Anand’s wife, was quoted as saying by the Times of India.

According to the newspaper, Anand - who is away for the London Chess Classic - may also announce a monetary contribution for the relief fund.

Vijay: Actor Vijay has probably done the most generous act of all by deciding to donate Rs. 5 crore to the Chennai Floods relief fund. The actor is also helping out in other ways by doing his bit for the food, shelter and rescue help.

Ajith: Thala Ajith has done a tremendous job in helping out people in the hour of need without seeking publicity. The actor sheltered more than 180 people who were stranded, and distributed hotly prepared meals to nearly 400 peopled. Plus he is all set to donate Rs. 1 crore to the relief fund.

Rajinikanth: Actor Rajinikanth has been too busy with the back to back shoot of his films and is currently not in Chennai during the floods. However the Tamil icon donated Rs. 10 lakhs for the victims and passed on his prayers too.

Dhanush: Other than donating Rs. 5 lakhs, Dhanush was one of the first actors to provide help to the needy by undertaking distribution of food and actively sharing contact information through his Twitter handle.

Allu Arjun: Actor Allu Arjun announced his generous donation of Rs. 25 lakhs to the Chennai Floods victim by writing on Twitter, “”I would like to donate 25 lakh to Chennai flood relief. I spent 18 years of my early life there. It made me who I am today. I love u Chennai

Suriya: Suriya was also devastated to learn about the fate of Chennai while the actor was vacationing abroad. He donated Rs. 25 lakhs and expressed his grief through a series of tweets, and also shared vital information for rescue.

NTR Jr.: Junior NTR did his bit to help the Chennai Floods victim by donating Rs. 10 lakhs. He wrote on Twitter, “[HASHTAG]#PrayforChennai[/HASHTAG] it’s time to be humans by helping each other when nature tests our integrity, I request everyone to help the needed in the best ways possible. am gonna do mine

Mahesh Babu: Srimanthudu star Mahesh Babu has been awfully quiet about the Chennai mishap but however took time out to contribute Rs. 10 lakhs to the relief fund.
