Alstom loco unit is not taken over by GE. Only electric power supply unit.

And no, we are not surplus. Almost all locos manufactured in India currently are part of technology transfer from foreign companies like ABB and GE/EMD.

We need to renew the technology since what we have now is basically a two decade old technology.
