This was supposed to be completed by 2015 rite, and the extension was granted due to non availability of STB'S

All urban areas is Dec 2015 and remaining rural areas 2016. But MSO can digitize rural along with urban this month and finish bot phases at once.

So no dates were extended, this is the final dates, and TRAI is very firm on this. I pray to GOD that phase 3 and phase 4 be successful in Dec 2015

MIB reminds broadcasters & MSOs of DAS Phase III signal transmission laws

NEW DELHI: After the Telecom Regulatory Authority of India (TRAI) firmly ruled out any extension of Phase III of digital addressable systems (DAS), the Information and Broadcasting Ministry today told broadcasters that “it is obligatory to stop TV signals to multi system operators (MSOs) and local cable operators (LCOs) who are not registered with the Ministry for operation in DAS notified areas.”

Reiterating that there was no question of an extension of the 31 December deadline for switching off analogue signals, the Task Force of the Information and Broadcasting Ministry today urged broadcasters to step up their publicity in preparation for the final phase in December 2016.

The stakeholders were told that reports indicated that over 80 per cent of seeding of set top boxes (STBs) in all remaining urban areas that are to be covered in the current phase.

Broadcasters were also encouraged to come up with newer formats of their appeals to viewers on channels that would catch the attention of the target viewers.

The Task Force chaired by Special Secretary J S Mathur with the presence of Joint Secretary (Broadcasting) R Jaya was told that there was nothing in law to bar litigants from going to court and it was for the judiciary to deal with these issues.

At the same time, the government will make all efforts to defend itself in various courts.

Although the Bombay High Court and some other High Courts have already refused to extend the deadline, the Andhra Pradesh High Court has issued a stay till the next date and the Government said would be replied to. Similarly, a case relating to operators in Indore was coming up for hearing tomorrow (31 December).

Taking a cue from a similar order given by a it in Digital Addressable System (DAS) Phase II, the Hyderabad High Court has stayed for eight weeks the implementation of DAS in Telangana.

In what came as a major relief to both multi-system operators (MSOs) and local cable operators (LCOs), Justice Vilas V Afzalpurkar issued notice to the Information and Broadcasting Ministry on the petition filed by the Federation of Telangana MSOs, which had alleged shortage of set top boxes (STBs) and sought more time to seed these.

The Court heard the arguments of counsel C Ramachandra Raju for the petitioner and assistant solicitor general B Narayana Reddy before directing the Central Government to file a counter affidavit before the next date.

The single judge referred to an order given by a Division Bench of the Court on 20 August, 2013 and the Central Government’s directive about Phase III of 11 September, 2014.

Under the Information and Broadcasting Ministry’s own updated list, there are 8,60,618 TV households to be covered in Telangana in DAS Phase III across nine districts by this evening. But the petitioner Federation alleged that it was being forced to implement Phase III despite the shortage of STBs.

Meanwhile it is learnt that the Andhra Pradesh MSO Association has filed a petition in the same court seeking a stay.

The 13th Task Force meeting held yesterday (30 December) was apprised of these cases and of the case in Indore expected to be heard today, but assured all stakeholders that the Government will follow the directives of the Courts but will not extend the date beyond today unless directed by any Court to do so.

An I&B source, who did not wish to be named, said that the Task Force participants were told that the order so far only related to Telangana.
